PROVIDE COUNSELLING IMMEDIATELY FOR THOSE WHO WANT IT
The correct course of action, as with most things in life, is in the middle.
I also used to think that we should wait for some time before providing therapy to those who really need it. However, talking to experts internationally we learnt that the best course of action is to make counselling available immediately for everyone, but not force it on anyone. The victims should be made aware that if they want to talk to someone, experts are available, but they don't have to talk to someone until they feel they are ready to do so.
